Mustafa AFYONLUOGLU was e-Transformation Department Manager and e-Government Consultant in TUBITAK (The Scientific and Technological Council of Turkey) and PM e-Government Expert and Head of e-Government Advisory Group on Prime Ministry Office between 2010 and 2015. He managed many e-Government projects with national awards such as Online Vehicle Registration, e-Tax in Municipalities, Children’s Follow-Up Center, e-Transformation of National Public Procurement Center (DMO) and Turkey Immigration General Directorate e-Creation Project (on behalf of International Organization of Migration). All of those projects are selected as Turkey’s Prioritized e-Government projects by Prime Ministry. He has taken part in e-Europe+, e-Transformation Turkey, Electronic Commerce Coordination Committee and Turkish ICT Institution (BTK) e-Signature working groups. He has 3 master degrees in Electronics Engineering (1996), Cyber Law (2012) and Good Governance (2017) and his doctorate thesis is on National e-.Government Framework. He has management board membership of many NGOs and has been voluntarily contributing to the workgroups in many areas such as Government National Data Center, e-Government Superstructure, Public Sector Cloud Computing, Vision 2023, e-Services on Public Agencies, Virtualization, Informatics Ethics, Cyber Law working group. He is a jury member of e-Turkey Awards in Grand National Assembly of Turkey (TBMM) since 2014. He was an instructor on TOBB ETU University and THK University master program, in e-Government and e-Transformation area between 2013 and 2015. He was coordinator of Turkey's 2016-2019 National e-Government Strategy and Action Plan and was external expert for “Cyber Security and e-Government National Framework" in Presidency (State Audit Board) between 2016-2017. He is EU Key Expert for “EU Single Contact Points Action Plan" (2006/123/EC) and “EU National Assistance Center Action Plan“ (2013/55/EU) for Turkey. He is now consultant and responsible from “National Points of Single Contact for Business” in Ministry of Customs and Trade.
