Captain Bobby Baker

Captain Bobby Baker is a 20-year veteran of Dallas Fire Rescue currently serving as the WMD/HAZMAT Coordinator where he is responsible for the daily program management involving the regulatory compliance, training and response competencies for the Type 1 DFR Hazmat Team servicing the City of Dallas and the 16 county North Central Texas Council of Governments.  Captain Baker is the President and CEO of Emerging Threat Solutions, LLC in Dallas, Texas specializing in the prevention, training, and consequence management to CBRNE incidents for leading companies and critical infrastructure around the world.  Captain Baker is a current member of the National Council on Radiation Protection Part 179 Committee which seeks to increase dosimetry measurement capabilities for all first responders involved in the mitigation of radiological and nuclear emergencies. 

Captain Baker holds numerous critical infrastructure protection certifications from the Department of Homeland Security specializing in adopting detection and mitigation counter measures to prevent and deter large scale CBRN mass casualty events.   Captain Baker serves as a contract instructor for the Counter Terrorism Operations Support at the Nevada National Security Site instructing first responders in the prevention, response, and consequence management of radiological and nuclear emergencies.   

Captain Baker recently completed the second pilot class of the FEMA-CBRNE Radiological Operations Support Specialist (ROSS) in Atlanta, Georgia in 2017 and has served as a guest Incident Commander at the Los Alamos National Laboratory in Los Alamos, New Mexico.    

Captain Baker is an active participant with the Department of Homeland Securities National Urban Security and Technology Laboratory in New York City (NUSTL), assessing and producing validation reports for first responders concerning monitoring and detection equipment.    Captain Baker is a certified Hazardous Materials Technician, certified Incident Safety Officer through the National Fire Academy, and is a Pro-Board certified NFPA 472 Incident Commander of Hazardous Materials Incidents. 

Captain Baker is a 2001 graduate of Dallas Baptist University with a Bachelor of Science degree in History and World Religion.  Captain Baker lives in Dallas, Texas with his beautiful wife Sheila and is an active member of Watermark Community Church where he serves on the Safety Advisory Team.
